Daesh or ISIS-Khorasan Province (IS-KP) terrorist attacks and activities in Iran, Turkey, Tajikistan, and Russia were planned in Kabul.

Kabul, March 14 – “Sangar”, Farzam Kazemi. These attacks were planned by the Taliban's General Directorate of Intelligence (GDI) in collaboration with the Haqqani Network and carried out by members of ISIS-Khorasan, who were primarily citizens of Central Asia, especially Tajikistan.

In the photo: Javad Sargar, one of the coordinators of suicide cells in Kabul, who was arrested by republic-era national security forces and later, he says, released after paying $18,000 to a member of the Afghan parliament. Some foreign media confused him with Taj Mir Jawad. Javad Sargar now works in Taliban intelligence and is busy with his former “favorite job.” He has a terrible record of brutality in torturing prisoners in the Taliban's 90th and 40th Directorate GDI prisons.

Sangar's source in the Taliban's GDI said that the main designer of these attacks was Taj Mir Jawad, deputy director of the Taliban's GDI, and one of his assistants, nicknamed "Hafaza", supervised the execution of the attacks.

“Hafaza from the address of IS-KP appointed three recruiters with the nicknames “Sabr Isa”, “Abu Munzir” and “Abu Talha”, citizens of Tajikistan and Uzbekistan, to recruit youth from Russia, Turkey, Iran, and other countries and send them to Afghanistan ", said the source.

He added that these youths come to Afghanistan individually or in groups and are stationed at bases where ISIS groups are stationed under the supervision and command of the Haqqani Network.

“The three-member group, which was said to be from Tajikistan and carried out the suicide attack on Qassem Soleimani's grave in the city of Kerman, was first recruited in Russia and then brought to Pakistan via Turkey. From here, this group entered Badakhshan (Afghanistan) through Chitral (Pakistan). It underwent the necessary training in Dozakhdara for some time, then in the “Umar Third Division” in Faizabad. They also received an Afghan passport there,” the source said.

According to him, on the orders of Hafaza, they were taken to Kabul and Iranian visas were obtained for them, already citizens of Afghanistan, and then they were taken to Iran through the Islam Qala border point.

“The Taliban’s method of working with ISIS people is as follows: they train one group and send it to other countries to carry out terrorist attacks, they arrest another group and show through their media that they are fighting ISIS. But these people do not sit in prison for a long time, they are being released ahead of schedule to carry out other operations,” the source said.

The Sangar's source claims that the Taliban GDI uses detainees for propaganda against other countries, including Tajikistan and Pakistan, which do not want to compromise with the Taliban and the Taliban are afraid of them.

“The identity and other characteristics of these suicide bombers are known only to Taj Mir Jawad. It is Jawad who purposefully uses terrorists in the names of TTP, ISIS, Al-Qaeda, and any other groups, including for propaganda. For example, the Taliban were the first to say that the terrorists in the Kerman incident were citizens of Tajikistan. How did they know?" the source said.

Then Mullah Yaqub, the Taliban's defense minister, accused Tajikistan and Pakistan of sending their citizens to Afghanistan and other countries to carry out terrorist operations to discredit the Taliban.

However, Sangar’s source in the Taliban’s GDI claims that the terrorist attacks not only in the Iranian cities of Shiraz and Kerman but also in the cities of Istanbul (Turkey), Kulyab (Tajikistan), and Kaluga (Russia) were also planned by the Taliban, namely, by Taj Mir Jawad himself and his assistant Hafaza and all the terrorists received military and terrorist training in Kabul.

"Taj Mir Jawad has under his command a special suicide battalion (former Al-Hamza Martyrdom Brigade), the center of which is located in the 13th district of Kabul city, in the Unchi Baghbanan district, and is headed by a man named Bilal Hashemi, the former head of intelligence of the province of Bamyan. Another center is located in the house of General Murad Ali Murad (former deputy of the Ministry of Internal Affairs of Afghanistan) in Kabul. But the Taliban very often change the location of special suicide bombers," the source said.

The terrorist attacks in Shahcheragh (August 13, 2023) and Kerman (January 3 this year) carried out by ISIS members, and citizens of Tajikistan claimed the lives of hundreds of people. These incidents caused a lot of noise.

On January 5, two days after Kerman, in the city of Kulyab in Tajikistan, a terrorist attack was carried out against the local leader of the PDPT, the party of the President of Tajikistan, as a result of which his car burned down and he was wounded. But just over a month later, Tajikistan declared that the “fire” was an act of terrorism and was carried out by members of ISIS.

On January 28, two ISIS militants, one a Russian citizen and the other a Tajik citizen, attacked a church in Istanbul and killed one person. On March 7, the Russian FSB during an operation killed two citizens of Kazakhstan in the province of Kaluga who wanted to set fire to the Moscow synagogue. Russia identified them as members of “Afghan ISIS.”

Answering the question: “What goal do the Taliban pursue with this activity?” Sangar’s interlocutor said that terrorist attacks on behalf of ISIS are carried out with the support, order, and financing of American intelligence (CIA).

“Last summer, Taj Mir Jawad held a secret meeting with a high-ranking CIA agent in Doha through the mediation of Qatari intelligence. In exchange for huge money, which is said to be millions of dollars, the Americans ordered the Taliban to attract foreign citizens and conduct terrorist operations in the territories of Iran, Central Asia, and Russia. And what you see today is the result of that and other secret trips of Taj Mir Jawad,” the source said.

Mullah Taj Mir Jawad, the Taliban's intelligence operative and the thinking brain of the Haqqani network, works closely with the CIA and ISI, Pakistan's Inter-Service Intelligence. Since 2008, Jawad has been considered the operational leader of the Haqqani Network suicide bombers, who have carried out the most notorious terrorist attacks, such as the attack on the Inter-Continental Hotel (2011) and the assassinations of General Raziq Achakzai, the most anti-Taliban leader in Kandahar (2018). ).

Taj Mir Jawad's contact person with the Americans and Qataris is a man named Fida Mohammad Hashemi, originally from the Maidan Wardak province. He is a special adviser to Taj Mir Jawad, and during the republic was hired by Fazlmahmud Fazli to work in the office of President Ashraf Ghani and provided his ties with the Taliban.

Previously, Sangar had also had access to similar reports that Taj Mir Jawad last summer (it is not known whether after or before a trip to Qatar) went to Pakistan on the pretext of eye treatment and spent two days in a Rawalpindi military hospital under ISI protection. Probably, this plan - terrorist attacks on neighboring countries - was discussed and approved by the main customers precisely during such trips.

P.S: The Sangar company considers it inappropriate to print all available information obtained from its sources within the Taliban due to threats to their security.
