What is the Taliban's strategy after taking power?
Author: Abdul Naser Noorzad, security and geopolitics researcher, especially for Sangar
Empowering the Taliban group by big and regional powers was a strategy in itself. The governance of this group is also part of a long-term strategy designed by strong executives with extraordinary power. Now, we can say that this group with its main nature, in an understanding with the spirit of religious extremism, ethnic terrorism and drug and arms trafficking, is a strategy within a strategy that has been adapted step by step and one is connected to the other have and complements each other. Of course, the existence of challenges to the implementation of this strategy and its subsets cannot be ignored. But what is certain is its basic nature, which gives it an undeniable ability to sabotage and destroy. That is, there is consensus among everyone about the Taliban and their return to power, and everyone knows that this group is a strategic tool in the hands of others. This strategic tool has functions and has implemented plans for its own continuity and at the suggestion of others, which are discussed briefly:
- Creation of a suffocating atmosphere, which is implemented under the theory of infiltrating the public mind: Since the Taliban came to power; the atmosphere of pressure and tyranny has been on the agenda to create public fear. Reports of severe and inhumane tortures, double pressure on the public, very intense and planned psychological warfare by regional and extra-regional intelligence organizations, displays of power on the road to influence people to create more fear of the Taliban's suppression power. Very skillful media propaganda aimed at suppressing the people's spirit of resistance against the Taliban's mono-ethnic system, creating a police environment and providing spy communication networks on the roads and back alleys of the country, especially in the cities where the Taliban feel the most fear and worry of rebellion have become a strategic policy of the Taliban. Using modern technology, this group tries to suffocate people in their mentalities and create the necessary fear to control them before using coercive power and repression;
- The policy of building religious schools that provides a field for recruitment: the Taliban have established several thousand religious schools since they gained power, and the official policy of the Taliban regime is to abandon modern education and the policy of Haqqani schools to impose and make it more general in Afghanistan's educational system. The past performances of the Taliban and their ideological position show that the school building program of this group is very broad and will go beyond the level of cities and provincial centers and will also include the most remote villages and suburbs’. According to the existing documents and according to the school building program of the Taliban group, more than 3,700 small and big religious schools will be built throughout this country. Based on this program, large religious and jihadi schools with the capacity of accepting 1000 students have been built in 25 provinces of Afghanistan, including Kabul, Kandahar, Ghor, Faryab, Takhar, Panjshir, Nangarhar, Kunduz and Maidan Wardak. Provinces are also under construction. According to the order of the leader of this group, every religious and jihadist school of the Taliban must have a dormitory with the capacity of accepting 500 to 1000 students, and for each student, 150 afghanis per day should be considered as a contribution. In addition, in the past 21 months, this group has converted dozens of modern public schools and cultural centers, including the building of a private television, into religious schools, and in the past twenty years, it has established hundreds of religious schools in the areas under its control;
- The policy of blackmailing the people of Afghanistan and the countries of the region: During the first and second periods when they came to power, the Taliban group obtained a lot of financial resources from the policy of blackmail, extortion and extortion, and they were able to carry out extensive repression under this pretext. . This group first arrested people mainly of Tajik ethnicity under the pretext of being part of the former government (especially the security forces of the former government), resistance fronts, etc. weapons, military equipment and even military vehicles. This group continues to take money from national businessmen, traders, influential people and landowners, and through that, they have put a seal of approval on the imposition of their own rule. Beyond this policy inside Afghanistan, this ignorant group makes political extortion from the region through the foreign terrorist groups that this group hosts and collects a lot of financial resources. Interaction with China, Iran, Russia and Central Asian countries, even America and other European countries, is one of the usual policies of this group's government. Whenever the amount of monetary aid is reduced, the card of terrorism, ISIS and other foreign terrorist groups that have created safe havens under the umbrella of the authoritarian and un-Islamic government of the Taliban, are immediately activated and force the region to pay random they do. Islamic Movement of East Turkestan, Islamic Movement of Uzbekistan, Ansarullah of Tajikistan, Jund Allah of Iran, TTP of Pakistan, about which there are many questions, are among the sources of income of this group for the continuation of their government;
- The policy of ethnic unification: the collective suppression of other non-Pashtun ethnic groups, especially the Tajiks, the transfer of the TTP to the north, the usurpation of the lands of Tajik descent in the north and northeast of Afghanistan, the relocation of the deportees from Pakistan, which still has many speculations about There is their origin and they are a source of concern and questions, the attempt to remove the Persian language, anti-Tajikism and create a Pashtun environment to ensure the mono-ethnic and fascist rule of the Pashtuns, to create a common space to make the Pashto language and try to root out the tablets, address names of roads and official and unofficial places and replacing it with Pashto language, shows that the Taliban rule is a mono-ethnic, fascist and supremacist rule that only gives political power and national wealth to a few Pashtun elites will, while the majority of people of Pashtun descent are still living in poverty and helplessness and are deprived. This group is trying to Afghanize the poor and oppressed people of Afghanistan, especially the Tajiks under the cover of religion and religion, and not allow the Tajiks to return to power with the false slogan of Islam and under the title of Afghanism. This policy has been continued against the Tajiks for years and according to the theory of "Saqawi the II" which is the main doctrine of Pashtun descent, the geography, politics and sources of power and national wealth in Afghanistan must be completely Afghanized and under the control of Pashtuns;
- The policy of terrorism: Considering their main nature, the Taliban love terrorism, because they have a common face and similar thinking with terrorism. In general, the Taliban group itself has emerged from a terrorist trend that has been striving for power only with terrorist policies. This group is trying to extort money from the region and the world by using the card of terrorism and the existence of the previously mentioned groups, and show that if the Taliban are not paid, the danger of terrorism threatens everyone and the region and beyond the region have to pay this group to prevent the terrorism crisis from becoming acute; A source that, during the two years of this group's rule, has strengthened and continued the foundations of its rule over the geography of Afghanistan and has been able to keep the value of Afghanistan's currency stable. There is information about sending more than 10 billion US dollars to this group in the last two years. Of course, this amount is separate from the aid provided by the Chinese, Iranians, and Russians to this group. Therefore, by using the existence of terrorist groups, on the one hand, this group shelters, equips, finances and supports them, and on the other hand, due to their existence, they extort huge amounts of money from the region and beyond. They hit their pockets. The terrorist groups that this group supports in Afghanistan, in the south, southeast, north and northeast regions, have regular war structures and have training centers for terrorist forces at their disposal, which is a good message for the security of the region. And it is not the world, and the world should act separately in order to deal with this policy of the Taliban terrorist group;
- The policy of terror and torture under the slogan of general amnesty: Until now, hundreds of officers and employees of the security forces of the former government of Afghanistan have fallen into the trap of the Taliban using the trick of amnesty and have been subjected to the most horrific inhumane and Islamic tortures. The policy of "general amnesty" was actually a trick and trick by which the Taliban terrorist group was able to suppress their opponents and deceive everyone under this false slogan. Right now, more than 20,000 prisoners from only one ethnic group are under detention and inhumane interrogations by the Taliban group, especially the "40th Directorate" of the Taliban intelligence, and they are constantly being tortured without stopping until they breathe. This group has ensnared and exterminated all these people and others who were trapped, using the deceptive slogan of amnesty. They even asked many people from the neighboring countries of Afghanistan to enter the country and destroyed them by using tricks and tricks. The Taliban's policy of terror and torture under the title of "general amnesty" is a complete security game and includes terrible dimensions. Torture policy, which is led by one of the dreaded intelligence networks (Taliban Intelligence Directorate) and systematically represses, tortures and massacres people under different titles;
- Creation of active drug and arms trafficking networks: Haji Bashar, Abdul Ahad Talib, the commander of the 40,000-strong special unit for protection of Haibatullah, and hundreds of other Taliban officials, using security and power, started to create drug, smuggling, and arms sales networks from Afghanistan to the terrorist groups of the region, and from this understanding they have a lot of wealth in store. These networks have always used their sources of income to strengthen their power bases, leaders' personal desires and wishes, inter-group competition, and creating a luxurious living environment for their families. The Taliban, as the most skilled group in drug and arms trafficking, have a government with ample security facilities to activate drug trafficking networks as much as possible, and from this understanding of their interests and other like-minded groups that colluded with the countries the region and the extra region are located, provide;
- Widespread exclusion of women from the society: The Taliban terrorist group can be called the most misogynistic political group in the world. Since they came to power, this group has imposed more than 20 decrees to limit the social, political, educational and professional life of Afghan women, and now the largest prison for women in the world is under their control in Afghanistan. , have made. Girls, women and activists of human rights groups in Afghanistan under the control of the Taliban are facing serious restrictions and every day, the restrictions of this group on Afghan women are increasing. Numerous reports of murder, imprisonment, gang rape and annihilation of female activists in Afghanistan under the rule of the Taliban have been published and confirmed by human rights and women's rights organizations.
- Replacement of modern and contemporary science with jurisprudence and religious books imported from Pakistan: The Taliban has practically declared many times that they have avoided the so-called western educational policy and want to replace the western curriculum with the "Educational Curriculum of the Islamic Emirate", "Islamic Courses" and "Islamic sciences". Considering that most of the leaders and senior members of the Taliban group studied at "Darul Uloom Haqqani" in Quetta, Pakistan, it seems that they will use the curriculum of this school to teach in their jihadi schools. Darul Uloom Haqqaniyyah is known as the "University of Jihadists" and educates its students based on the beliefs of the Deobandi School. With this, the Taliban group is trying to replace the educational policies of the Pakistani Tandoor religious groups in the Afghan education system. This work will be useful for the strengthening of the Taliban rule, and it will also prevent the society and people of Afghanistan from being deprived of education, literacy and modern knowledge, and will not become a danger against the illegitimate and terrorist rule of the Taliban. The policy of the Taliban is basically a copy of the Tandooran policies of Deobandi and fosters the spirit of militancy, extremism, takfir and opposition to modern and contemporary science. This group is trying to keep the Afghan society away from understanding the existing and bitter political truths caused by the repressive rule of the Taliban and rule them like sheep subjects with extensive and targeted schooling. Now, one of the main goals of this group is to establish jihadi schools, to train hundreds of thousands of potential soldiers for future wars inside the country or to export them for "jihad" outside of Afghanistan. Also, the education of future generations in Afghanistan, with the spirit of extremism, religious extremism, excommunication, hatred and disgust, has ruled out the possibility of any kind of political change, political pluralism, movement towards modern knowledge and political critical thinking, and served a blind society. It sets the goals of the Taliban.
Considering the main principles of Taliban policies and strategies, this group always tries to implement them. This group knows very well that the only way to control power is extremism, hostility to modern science, ethnic manipulation, misogyny and blackmail to continue their rule. For this purpose, they have used drug trafficking, arms, extortion, and massive suppression of people under the false and deceptive slogan of "general amnesty" and they want to be the undisputed owner of political power and sovereignty in Afghanistan for a long time, which will continue this policy. It is dangerous for the future of the region and the world and will cause serious security challenges in the region and the world.
