Is Washington negotiating behind the scenes with Russia?!

Recently, the US media reported that Joe Biden yelled at Volodymyr Zelensky in a July or August telephone conversation that he was never a grateful person for US support and was constantly asking for help.
- The American people are tired of the war in Ukraine and want the government to stop helping Kyiv and take care of the economic situation of their country. The American economic recession over the past 40 years has been unprecedented.
- In changing the policy of the Biden administration, the pressure of American public opinion and especially the role of Republican politicians and the letter of 30 Sanders Democrat supporters did not remain ineffectual.
- The Biden administration has apparently started secret negotiations with Russia about SALT-3, which are essentially a discussion about Ukraine and retreat from Russia.
The United States has achieved important strategic goals in Russia's war with Ukraine, namely:
1 - Weakening of Europe both politically and economically;
2 - Make Europe dependent on American energy;
3 - Flight of capital and technology from Europe;
4 - Destruction of relations between Europe and Russia;
5 - Dealing a significant blow to Germany as the locomotive of the European economy.
The war in Ukraine has ripped Europe away from its position as an important economic center and created a severe rift in the survival of the European Union.
The future European Union will be a weak club, dependent on a strong dollar and the US military monopoly.
An iron wall will be created from Finland to Romania along the axis of Poland, which will threaten the security of Germany.
The duties that Zelensky had to fulfill as an actor are coming to an end.
Therefore, the noise and messages of negotiations on returning to the negotiating table were raised by both Kyiv and Washington.
In the US, "victims" are also possible, one of which could be Foreign Minister Blinken.
He, as a member of a war-mongering team centered on the Clinton family, could not be a good performer.
