Since March of this year, the Taliban have embarked on a massive program to set up "schools of jihad" throughout Afghanistan. They decided to create such a school even in Panjshir - on the territory of the mausoleum of Ahmad Shah Massoud, the founder of the anti-Taliban resistance. What is this project? Who is behind him? On March 17 of this year, Mullah Haibatullah Akhund, the "Amir ul-Mu'minin" of the Taliban, signed Decree No. 235 on the Structure and Expenses of Jihad Schools (in the photo) from his headquarters in Kandahar. The text of the decree, which is at the disposal of the site "Sangar" from special sources, describes the staff, organization, and costs of these schools.

 

TEXT OF THE DECREE:

A) The curriculum is provided by the Islamic Emirate and is taught in all jihadist schools.

B) At the local level, efforts should be made to appoint famous sheikhs as teachers. Of course, in some schools, holy sheikhs can be appointed from another region when necessary, we will allow this.

С) The formation and expenses of the schools of jihad are as follows:

  1. There are 10 teachers (Mawlavi) in each school whose distribution and salaries are as follows:

1) Three sheikh al-hadith (salary per person 25 thousand Afghani ($1=85 Afghani);

2) Three sheikhs of mavkufalaihi (a middle division of mawlavi) - (salary per person 20 thousand Afghani)

3) Three teachers of other sciences (salary per person 15 thousand Afghani);

4) One teacher of darulhifaz (learning the Koran by heart) - (salary - 10 thousand Afghani).

  1. Each school has 9 employees whose job details and salaries are as follows:

1) One head (principal) of the school - (salary - 25 thousand Afghani);

2) One nazim (moderator, or dealing with organizational issues) - (salary - 20 thousand afghani)

3) Two drivers (salary per person 15 thousand Afghani)

4) Three cooks (salary per person 15 thousand Afghani)

5) Two bakers (salary per person 15 thousand Afghani)

  1. Each school should attract from 500 to 1000 students with a daily allowance of 150 Afghani and provide them with a hostel.

PEOPLE AND EXPENSES

A number of people and costs are indicated in sections 1 and 2:

It is not clear in the decree where these jihadist schools should be established, but according to the information received, such schools should be established in all cities from 3 to 5.

Afghanistan has 387 districts and 34 cities that are provincial capitals, the number of districts actually reaches 412.

 

The number of persons:

If an average of 4 jihad schools are created in 412 districts, then a total of 1648 schools will be created throughout the country: 412 districts x 4 = 1648 jihad schools.

If these schools attract an average of 750 students-talibs, then 1,236,000 students will be enrolled in jihadist schools throughout Afghanistan: 1648 schools x 750 talibs = 1,236,000 talibs.

Added to this is the number of teachers and staff in 1,648 schools, each of which will employ 19 people, bringing the total to 14,832: 1648 schools x 19 = 14,832 teachers and staff.

Results: 1,648 jihadist schools will reach 1,236,000 students and 14,832 teachers and staff, for a total of 1,250,832 people: 1,236,000 students + 14,832 teachers and staff = 1,250,832 people.

 

Expenses:

According to the decree, the teacher and staff of the jihad school will receive 350,000 afghanis monthly: 1648 schools x 350,000 = 576,800,000 afghanis = 6,949,397.5 dollars per month (based on 1 dollar = 83 afghanis) = 83,392,771 dollars per year.

According to the decree, each Taliban is allocated 150 afghani daily: 1,236,000 students x 150 afghani = 185,400,000 afghani or $2,760,896 per day, $82,826,880 per month = $993,922,560 per year.

Annual expense: $83,392,771 for teachers and staff + $993,922,560 for Taliban = $1,077,315,331.

Expenses in a year: 1 billion 077 million 315 thousand 331 dollars.

Meanwhile, the media reported that the Taliban has promised to establish one large religious school in each province of Afghanistan a dor ul-ulum (university), and up to 10 small religious schools in each city. According to statistics released in 2019, there were about 13,000 unregistered religious schools and 1,275 state-registered schools in Afghanistan, as well as 150 dor ul-ulums.

According to unconfirmed reports, the Taliban are planning to open such schools in all Afghan villages. There are more than 1,000 villages in each of Afghanistan's 34 provinces.

In addition, the Taliban is increasing religious instruction in mainstream schools.

 

CHARACTERISTICS OF THE JIHADI SCHOOLS

The Taliban are building jihadist schools to Islamize Afghanistan. In their opinion, the lyceum, gymnasium, and modern schools lead Muslims to unbelief and lead them astray.

Abdulhakim Haqqani, Qaziyulquzzat or Chief Justice of the Taliban, published a book in Arabic called Al-Amarat al-Islamiya wa Nizamha (The Islamic Emirate and Its System), which is actually the doctrine or constitution of the Taliban movement. This book tells what this group is implementing in Afghanistan today, from political to social affairs. For example, the deprivation of women of all rights. On page 243 of this book, Qaziyulquzzat calls on rulers and scholars to suppress the activities of the schools of modern sciences, because they are the fruits of the infidels and lead Muslims to corruption and apostasy from religion.

The Taliban's focus on religious education and their indifference to modern schools stem from the mentality that prevails in Deobandi or Haqqani schools in Pakistan. In the schools of Deobandi, it is believed that only religious sciences are useful, and other sciences are not only not useful, but often cause delusions.

According to the decree, the program of jihad schools is determined by the Islamic Emirate. According to experts, these schools primarily teach basic religious books such as the Qaeda Baghdadi, and Sharh al-Wikaya, which are taught in all religious schools. After that, special lessons in jihad and the use of weapons and ammunition are taught. In practice, students are brainwashed in these schools. There is also the possibility of their sexual use.

These are the same schools in Pakistan that were funded by charitable organizations during the jihad against the Soviets, with contributions from charities from the Persian Gulf countries, primarily Saudi Arabia. Those who joined the Taliban in Afghanistan in 1994 were graduates of these schools. Talib means student.

We can say that after the Taliban comes to power, the same schools will move to Afghanistan. The Pakistani Intelligence Agency (ISI), which oversaw these organizations, decided to get rid of them, and Afghanistan is the best place to deploy them. This program is being implemented by the Taliban under the supervision of the ISI. As you know, Pakistan today has a very serious problem with the Islamists, especially the Tahriki Talibani Pakistan.

The cost of these schools will probably again fall on the shoulders of charitable organizations in the Persian Gulf countries, primarily Saudi Arabia, as they are interested in expanding the Salafi-Wahhabi ideology under the guise of the Hanafi madhhab widespread in Afghanistan. For example, in the Hanafi madhhab it is forbidden to kill a person or put him in jail without a court order, while the Taliban do the opposite.

Now in all the cities of Afghanistan, schools and other buildings are being turned into jihadist schools. The program is strictly implemented. For example, the Takhar Technical and Vocational Institute, Mitra TV in Mazar-e-Sharif, the Abdul Hai Habibi High School in Khost, the Kandahar Technical Lyceum, the Babrak Khan Zadran Lyceum in Gardiz, Paktia Province, etc. have been turned into “jihad schools”. In the city of Jalalabad, Nangarhar, there is a place called "Fomili Khalis" which has 15 hectares of land and dozens of buildings and infrastructure. And it has been turned into a school of jihad.

 

PREREQUISITES

According to various statistics, 80 to 90 percent of Afghans are below the poverty line. At least people send their children to these schools so they don't starve to death.

Unemployment increased with the arrival of the Taliban.

Homeless children can be attracted to these schools voluntarily or by force.

 

THREATS

The implementation of Mullah Haibatullah's decree will make it possible to create a wide network of brainwashing centers for youth and teenagers in Afghanistan.

The Taliban do not have the necessary training staff, and on the orders of Amir al-Mu'minin, they can be recruited from "other regions". These "regions" could be Pakistan and the cadres could be nothing but Pakistani teachers of Pakistani intelligence. Pakistani jihad schools were training centers for suicide bombers who killed thousands of people in Afghanistan and around the world over the course of 20 years. Al-Qaeda instructors, who have extensive work experience, can also be recruited as teachers in these schools.

Jihad schools can become a recruiting base for the Taliban and the terrorist organizations themselves. Theoretically, if 20% of students join these organizations, this is a very significant figure. This army of suicides will become a world bomb.

In a year or two, Afghanistan will become a major center and school of terrorism in the world. The danger will first spread to Central Asia, Iran, China, and Russia.
