How did both the Soviet Union and the United States treasure Hiekmatyar?

Sometimes, a certain point of view is necessary to maintain balance, continue the story, keep the topic alive, and protect interest, even if it is to protect one's enemy.
Abdul Wakil, Dr. Najib's Foreign Minister, writes in his memoirs that when I was the Finance Minister and Najib was the head of KHAD (Khadamate Amniyate Milli - National Security Service) of Afghanistan, I prepared a budget project with the then Soviet adviser. Dr. Najib asked for an increase in the KHAD budget. The Soviet adviser asked:
"Why?"
Najib said:
"I have a precise plan to kill Hekmatyar." The Soviet adviser said:
"Hekmatyar's existence is important and useful for us. If Hekmatyar is removed, it will be removed the destroyer of unity and they (the mujahideen) will unite."
Abdul Hadi Khalid, a senior deputy for security in the Karzai government's Interior Ministry who now lives in London, also recounts a similar incident:
"We received a detailed intelligence report that Hekmatyar was in Kunar province. We informed the American adviser about it and asked permission to conduct an air strike. The American adviser ignored us. We contacted him again and the adviser angrily told us:
"You have fulfilled your task, the rest is none of your business."
Historical experience also shows that the occupiers and their intelligence services resort to complex, seemingly incomprehensible, and inexplicable tricks. Later it becomes clear what their goals were.
How many friends have appeared as enemies and how many enemies have appeared as friends...
