The 11th round of the Herat Security Talks, the largest global conference on Afghanistan, started in Dushanbe. Dushanbe is hosting such an international initiative for the second time.

Davood Moradian, head of the Afghanistan Institute for Strategic Studies, which is the initiator and organizer of this conference, told Sputnik Tajikistan that the reason for holding this conference in Tajikistan is, first of all, the sincere and friendly efforts of the government of this country to resolve the political crisis in Afghanistan.
“His Excellency President Emomali Rahman personally supported holding this conference last year, and this year he also gave us the opportunity to hold it, and we see this as the sympathy of the leader of Tajikistan for the people of Afghanistan,” said Davood Moradian.
According to him, about 120 people will take part in the Herat Security Talks conference, which can be divided into three categories.
“About 50 foreign guests from about 25 countries of the region and trans-region, representing all continents, were invited to the event. Starting from Latin and North America to Africa, Europe, Asia, and Australia. At the same time, representatives of all embassies located in Tajikistan were invited and expressed their readiness to participate,” said the head of the Afghanistan Institute for Strategic Studies.
Davood Moradian added that the meeting from Afghanistan will be attended by 45 to 50 participants who represent all sectors of society, political parties, and ethnic groups of the country.
“When we talk about an inclusive government, we tried to invite everyone, and these 50 people are a mirror of today's Afghanistan. This time, Jamiat Islami Party, Wahdat Party, Hekmatyar's Hizbi Islami, and people close to the Taliban will also participate in this meeting,” he said.
He added that the Taliban were invited not as a government since they are not officially recognized by any country in the world, but as a political movement or group.
“We sent a letter to the Taliban Ministry of Information and Culture and invited them. But we received neither a positive nor a negative answer,” said Davood Moradian.
According to him, the third group is the National Orchestra of Afghanistan, which was created in Kabul several years ago, and most of its musicians are girls.
“It is known as the Zohra Orchestra. They are going to perform a program on Tuesday evening at the Sadriddin Aini Opera and Ballet Theater. But this will be a joint program in which Tajik musicians and singers will also take part,” said the head of the Afghanistan Institute for Strategic Studies.
The Herat Security Talks conference, organized by the Afghanistan Institute for Strategic Studies, has been taking place since 2012. Until 2020, 9 rounds were held in Herat, Afghanistan.
After the fall of Afghanistan to the Taliban, the Afghanistan Institute for Strategic Studies moved to Europe, and last year the Herat Security Talks conference resumed its work holding its 10th round in Dushanbe, the capital of Tajikistan.
The conference “Herat Security Talks” will last two days in the Hayat Regency Hall in Dushanbe.
